IATA (International Air Transport Association) has announced a new baggage tracking resolution: Resolution 753, for all members to implement by June 2018. The purpose of the resolution is to prevent and reduce baggage mishandling, increase passenger satisfaction, reduce baggage fraud, enable the detection of exceptions, speed up reconciliation, measure SLA compliance, and provide evidence to an automatic proration process. Resolution 753 makes it mandatory to track baggage when the bag is acquired from the passenger, delivered to the aircraft, at custody changes between carriers, and at delivery to the passenger.

Implementing RFID Baggage handling and tracking is the most cost-effective way to become compliant by scanning at each of the four defined tracking points, as the scanning equipment is less costly, manpower is reduced and there are lower operating costs.
The first mandatory tracking point under Resolution 753 is tracking the acquisition of the bag from the passenger. The process will be automated and supported by the RFID Baggage handling and tracking solution. As the bags are dropped off at the self-service bagdrop, the BagDrop Reader automatically scans and creates the evidence of acquisition from the passenger to the carrier.
The Belt Loader Reader automatically registers the baggage as it enters and exits the airplane providing data to demonstrate delivery of the bag to the aircraft as well as evidence for custody change. The data collected as the baggage is loaded onto the airplane also provides evidence for the inventory of bags upon departure of the flight. The scanning process can be fully automated and does not require any manual scanning.
Since there is a custody change at the transfer hub, it is mandatory to have baggage scanning at transfer in place. The Lyngsoe LIVE Logistics™ Sortation Reader or the Lyngsoe LIVE Logistics™ Pier and Claim Reader, which are connected to the baggage handling system (BHS) and the baggage reconciliation system (BRS), register any custody changes in the baggage handling system at transfer.
One of the scanning points typically missing in the baggage tracking process today is the scanning of bags on arrival. It can be a challenge to perform automated arrival scanning with barcode scanners, as the handling can crumple barcode baggage tags so read rates are typically low. This is not an issue with RFID, as it does not require line of sight to scan, and it can read even crumpled or hidden baggage labels. When the bag arrives at the final destination, the Pier and Claim Reader just before the claim carousel automatically provides the last required tracking point: hand-over to the passenger, and thereby closes the bag journey.
It is important to put in the right tracking technology to obtain the data to comply with Resolution 753. When the right data capture platform is in place, the next step is sharing data between carriers. IATA resolution 753 is just the first step in improving the baggage handling process. When airlines have the tracking platform in place, they will be able to exploit a range of additional benefits such as increased capacity and improved passenger services.
